(I need help) Nothing will update/download

So I may have run into a..problem. My computer, which is a Toshiba Satellite, was working fine up until the fan blew out first. I got that fixed; but now my computer refuses to download or update anything. How is this going to affect me? This'll mean that Chrome, SecondLife, FireAlpaca, and like pretty much everything will become outdated and unable to work if I don't do anything about it. But I don't know why this is happening. My computer won't shut down either which is also a problem because it'll cause my fan to blow up again.
And with internet issues being all too apparent it's just making this worse for me.
Any help? I'd really like to get this fixed soon before it's too late ;w;
On my desktop it did the same thing with me in Internet Explorer until I tried Chrome.
I was able to download things completely fine.
I wish I knew more about the issue so I could help. ;w;

Back before things started messing up. Though you will have to reinstall some stuff depending on how far back you are able to go.
All of your current files will be untouched as well.
Now if you're super uncomfortable with doing the system restore, then don't do it until you are ready.
But here is how to do it when you are ready!
1. Log on to your computer as an administrator (Unless you are already the admin).
2. Open the Control Panel by clicking Start, and then clicking Control Panel.
3. Click System and Security, and then click System.
4. Under the Control Panel Home menu, click System protection. ...
5. Click System Restore.
6. Recommended Restore is the default choice.
