A birthday is a special occasion regardless, but 21 is a milestone whether or not you drink because you've bypassed all the other things like no driving till 16, becoming an adult at 18, come 21 there arent any restrictions//that I can think of off the top of my head//

I don't drive in the first place. And there are still restrictions. They're called "laws", and they can be either natural or artificial. They affect everyone, regardless of age.
