I hate my neighbor... [RANT]

If you want to use my character "Sparkshine" in any art, I welcome it, as long as it doesn't involve some fetishes that I'm not into. x3 Okay, I live in what you Americans would call an apartment or something, my neighbor directly above me has three dogs, two Staffordshire bull terriers and a German Shepherd / Bordercollie crossbreed. This person is living in a two bedroom flat with two kids of her own, one a 17 year old boy and the other a 14 year old girl, which by legal rights means they need to have their own room. Okay on with what spurned on my anger today.
Recently my mother and father had decided they wanted to grow vegetables out in the back garden so they cordoned off our garden with a fence. Large wooden stakes and chicken wire since actual wooden fencing is too expensive. It's been up for less than a week and the two Staffies have torn through the fence and my neighbor hasn't even apologized.
Right I feel like you're going to need some context. My neighbor is a lazy bitch, beyond lazy. She had a hut / shed on our part of the garden (UK 'lawns' are divided up into sections for each tenant of the block of flats.) Three Summers ago me and my mother had to move this on our own after she promised that she would help. She came out once we were maybe... two foot away from the place it was being set, it was 32 Celsius (89.6 F) in the middle of Summer and she didn't even say thanks or pay us for doing this.
Continuing on with why she's an absolute bitch, she had the Bordercollie / Germanshepherd crossbreed first, he's an old and gentle dog, I like this dog. Then she gets a boyfriend who has five puppies, staffordshire bull terriers, she takes one and he keeps one himself while the other get sold. He ends up leaving her like... 3 months later and leaves that second dog with her bringing it up to a total of 3 dogs in the house, normally this wouldn't be so bad if she fucking walked the bastards. That's right, she hasn't ever walked these dogs in the five years that I've lived in this house, they are let out in the back garden for maybe five minutes, three times a day and now they have torn apart the fence that mother and father put up.
Sorry if I'm all over the place I'm a little bit angry and my hands are shaking, I'm going to call the Dog Wardens on her for disturbing the peace because she lets these dogs out at 2 am sometimes and they are not quiet and this destruction of property is the last straw. If you're not going to properly care for your animal you shouldn't have one. I am not saying they should be put down because I am entirely against that, I just think that they should be taken from them and given to a family much more deserving of them.

Count your blessings you don't live in the states, there are people who live in big metropolises like New York City who have like 5 dogs all in the same apartment. And good luck having to live next to a neighbor who's just like that (and good luck selling their room to someone else after what their dogs do to it...)
