clarifying refunds, "rush fee", and my work order in my tos

people have been reading it in a different way than i may have intended, im not the best with my words and i apologize. i hope this clarifies things. please do not hesitate to approach me and talk things out, i do my best to respond as fast as i can.
refunds
this has probably been one of my biggest issues and it flared up a few weeks ago out of the blue. but, no one has ever talked to me reasonably about how i should handle refunds, so i panicked and ended up changing my tos. i think i changed it too quickly and people are still finding it difficult to interpret what i meant.
currently, the guideline is "refunds must be discussed with me"
i intended for this to mean i will talk to you about the refunds and i will give you a percentage of the refund depending on how much i have worked on the piece. 0% progress = 100% refund, 10% progress = 90% refund, etc. i will now edit my tos to make this sound better and i am sorry for any further issue this has caused.
i am open for suggestions on how to handle this if you have a better idea. please contact me, i cant mentally handle another blow up like that again. i want to better as a service, nice constructive feedback would be a lot more helpful for me to understand instead of me panicking and struggling to read words and think. i hope this makes sense!

this is an optional $10 you can use to bump up your commission to the top of the list. it is not uncommon for a business to provide "premiums" to their customers for an extra fee, so i offer this as an option for people that prefer an immediate turnaround.
i am open for suggestions on how to handle this if you have a better idea. previously it was "$10 and i finish within a week" but it had conflict so i changed it to "move to the top of the queue".

i do try my best to work on oldest orders first and move forward from there. but i am only human and can only handle so much of one piece at a time, so i do skip around to other older pieces and work on them too. please do not be discouraged, you can contact me at any time if you have a question.
sometimes i have to take more in-stream work to cover upcoming medical and house bills. i do not have any other income from another job or government help and i have to pay for at least two doctor visits every week. please understand that when i take new commissions, its to not push the old ones back, but to help me actually afford my medical bills and not go into debt.
i do update my queue daily and try to work at least 8 hours a day.
i do have mental illnesses
i do NOT want to use them as a crutch. i cannot be healed completely from them either. i have anxiety, depression, and aspergers syndrome. i am working my hardest to cope with these on a daily basis. please please keep a calm mood when talking to me and i will be okay! i function a lot better when i have calm, open customers!

I hope nothing bad like that ever happens to you again. Working with you was such a pleasure and I'd gladly do it again! Hope this clarification to your TOS works out. It seems crystal clear and more than fair, to me. :)
I do offer the other things too, so I set up my refund system like this. If someone pays me for a detailed shaded headshot, but when I've just completed the lineart they decide they want a refund. Then I will still keep the money that a lineart headshot cost, and then refund the rest. They then also get the lined headshot.
I have this system as people doesn't pay for the artwork I make them, but more the fact that I sit down to make an artwork for them. (They pay for the service, not the product if that makes sence)
I'm sorry you had to go through all this, but your TOS terms seem pretty clear to me. I do like the idea the other person mentioned about afjusting your rush fee to how rushed someone wants something. I think if it's a flat rate to bump people up you'll just end up with a bunch of people paying a rush fee all at once and then you'll have several things that are all supposed to be first in the queue. Maybe $10 per day rushed ahead? So if something would normally be expected to be finished in seven days has to be finished in one, then 7 days - 1 day = a difference of 6 days, so that times $10 would be a $60 rush fee. Something like that. I've also seen artist's charge on a percentage, usually 20-30% of the commission's price is added on. So rush a $100 commission and pay $120-$130. Hope these ideas help!
