Scrolling not working?

A couple of times now, when going through submissions and such on this site, my mouse wheel seems to be ignored until I close the tab and open the site again. Has anyone else been experiencing this?
I'm using Google Chrome, and the other tabs I have open scroll just fine even when this happens.

That's pretty strange. I'll have to look into it by downloading Chrome on PC since I usually go to this site on mobile
