Ive just had a similar problem with paypal.me as I sent funds to the wrong email and because paypal.me doesnt count as goods and services I wasnt covered for buyer protection which is bs as what I was purchasing was goods and services

Fortunately enough was able to get a hold of the email holder for a refund after going back and forth between paypal and my cardholder for 8 hours just to file a dispute on the purchase for investigation
