Help wanted - villain design

Greetings, all!
I'm making good headway on the next story, but in the next story after that, I will be reintroducing an older villain, Deception, who first appeared in the very first Streak story I ever wrote!
Deception is a villainous British male vulture with the ability to create convincing illusions and scenarios in the minds of his victims. My first design for his outfit was a sort of victorian-era tailcoated suit, lots of dark and gothic colours, very rich-looking.
Now, I'm thinking of giving him a redesign, and I would LOVE to hear your thoughts on what you think he should look like. Though I do ask for one detail to be maintained: coattails! I love coattails! So, with that said, feel free to be as specific and as detailed as you like in your descriptions, and even change the species if you really want! I'd really love to hear your ideas!
However, please don't be offended if I reject the design you offer. I can only accept one, or combine elements from multiple designs.

Or you could have a villan where they fell on the wrong side of the law by accident, amd have since had to break the law to get anything they wanted.
Idk, that's just me. I'm the type that likes everyone to have some sort of vice they hide well, including the protagonists
I may even already have some... ideas about that, but you'll have to wait and see!
