Can you elaborate on the commission process a bit? Are these wing-its, how cyberpunk are they, what content/characters are they restricted to?

They're wing it's within the limitations of character description. The cyberpunk elements are pretty much painted along what I feel would fit :p

For a feel of my cyberpunk style you can browse my gallery. If you wanted a specific style like HR Giger, Ghost in the Shell or other you can add it in the character info :)
