Why the Hell Doesn't "Tomgirl" Mean Boyish Girl?

It literally means "boy girl", yet it refers to girly boys?
But "tomboy" literally means "boy boy", but refers to boyish girls?
Should "tomgirl" mean boyish girl and we all just use "femboy" to refer to girly boys?
I do not know, maybe I am just being pedantic.
