Stream OBS issues...again

I often don’t talk first and I should not have to apologize for that.
I’m just one of those "don’t talk unless spoken too" person.
Tips are welcomed! 
When you wanna stream but OBS is dropping aaaaall the frames =P so frustrating, last night (Friday) I managed to muster strength to start my stream but as said OBS wanted non of it. My connection goes from green to red in a second and I have no idea what to do. I first thought "maybe OBS wants me to update, haven't done that in a couple of months", tried that and still no change.
Tired starting stream today, still same problem :/ is not the first time it have happened and it just usually solves itself with time like OBS just shrugs it off with "I have no idea" written all over.
(Also my mouse scroll wheel broke TwT gotten a new cooling pad for my laptop and the first step of incline is just a liiiiittle too steep, making my mouse slip off and hit the floor more times that I can count just this week XD )BlueTigress!

Ugh that sucks. Wish I could help but all I know is AMD's own service in it's driver.
