I did do commission out of fa, that i didnt enjoy cause i needed money for food.

Money aside, in a general, the artist is n a good standing, scenario, It's the artist who decides to do the com or not.

I feel that it's a bit of both to be honest. The commissioner can request for an art piece that have certain kinks to them and if by chance the artist could also have similar kinks as well. Thus leading both artist and commissioner to make one gigantic kinky art piece that both will love and cherish.
