Also, I want to let you know: Fan works don't actually create legal concerns for the original developer to make a sequel. The original developer still maintains full copyright no matter how many fan works there are, or how many they ignore despite the fact that fan works are by default infringing on that copyright. The copyright still belongs to the original developer, who can still choose to crack down on fan works they don't like or feel threatened by. The fact that Undertale's developers have not cracked down on anyone shows that they don't feel threatened by them in any way worth bothering about. (and least, not that we've seen. There might be some who have quietly been stopped from getting to do fan works, though that isn't too likely in this case).
Do you remember how during the hype for the new Star Wars movie the studio making it said that they would craft it to ensure that they "retcon" as many fan works as possible? That means that the studio that still owns the copyrights to Star Wars decided that they would intentionally trample on fan ideas of things. They created a sequel Because there was conflicting things, not in spite of it. And the studio is entirely entitled to that, since they of course still own the copyright. Fan works don't own copyright of any kind. They just often infringe on copyright without anyone making a big deal out of it.
So legally, the dev team behind Undertale, and especially Toby Fox himself, is perfectly allowed to make a sequel to Undertale with no legal penalty possible, regardless of how many fan things are made. For that matter, somewhat similar to the Star Wars thing (though I think Toby Fox would be more respectful than abrasive comparatively), what Toby Fox and/or the original dev team make for a sequel to Undertale automatically gets the higher priority that original canon usually gets in regards to being more canonical and treated as more "correct" insofar as those sorts of things can be definitively "correct".
So you may now freely go and enjoy fan works without worrying about them impeding a sequel...because, at least legally, they can't. :3
