For horses I prefer an equine member, dog shape on canine and human or human-like on most other races. With the dragons, well you can go a big overboard, making them nobberly with pointed tips and ridges. I must admit that I do enjoy seeing horse penis on none horse characters well.

Always human penis on anthros. Animal peens put me off a lot of otherwise good art. It detracts from the "anthropomorphic" nature they have and are usually not adapted to an upright stance.

Personally, fantasy is the way to go. We're humans, these characters of our imagination with regular human junk is entirely personal preference. My 'main' character (my favorite/the one who gets the most art/has the best reference) is a dragon/unicorn, went with a fantasy design because you can't get more fantasy than dragons and unicorns.

When considering bipeds, I like things to be modest in size (Proportionate to the body size, not hyper), I'm game for either human or non-human parts, but if the character in question is say a feline, non-human parts is order of the day then I like the feline parts to be exactly that, not a combination of everything jumbled together.. (so dicks with knots and barbs all the way around) the more loyal it is to the form the better, but well done hybrids of human/feline are acceptable too (and reasonable in a lore sense), if again done modestly and with the signature traits of both in the right places and not everywhere else. If full feral then just stick with the intended parts, a human dick on a quadruped just looks dumb imo.
