Here are the rules:

1) The bag costs $ 5
2) The special bag costs $ 10

You can buy more than one bag.

A bag contains two adoptables and the special bag contains one more adoptable of your chosen one of your chosen breed, but the number of adoptables can increase with the number of bag bought.

10 bags of purchases = 3 adoptables per bag.
20 Bag of purchased = 4 Adoptable per bag.
