The only person I've known to make a vinyl plush is  Bladespark

However you might ask either  Brekwolf or the guys at Scaleworx.org if they've done anything with plushies before.

There are a lot of Japanese artists that have dabbled in the vinyl world, but for the most part I've never been able to stay in contact with any of them except on twitter. I've been wanting to get a Flamedramon suit from Sonota Iriro for a long time, but he's since fallen off the map, and as far as I can tell the only other person that might be able to help you is Gentou, but these are all fursuit makers, not officially plushie makers.

Bladespark does good vinyl work, for sure. She's the one that did my vinyl Nightmare Moon.

If you find anyone that can do latex, please let me know. I've been hunting that for years.
