Need some advice...

Hey so, I know I've been super quiet but I'm still here, just lurking lol.
But anyways here's my problem!
I got a commission from an artist about 8 months ago, I have seen no work, no sketches, nothing despite me asking for anything just to let me know that the artist is in fact working on my art.
So a few days ago I send them a message telling them that I'd either like the commission done soon or give me my money back. It wasn't a cheap commission. Their response was that they were working on it but had nothing to show and that life the past week was bad for them. I get that life happens, believe me but all the life stuff happened months and months AFTER I commissioned the artist, so other than dragging their feet on working on it there really isn't any other valid excuse.
But I don't know what I should do about them, should I report them? Should I file a Paypal dispute? I don't know.
Oh and if you are wondering if they are producing art, yeah they are. Adopts, stream commissions, other commissions. Just not mine.

Never pay the builders of your house before it is finished, they will glad take whatever money you give them and run away, hence you give them a minimal to keep them on a leash.
I really hope you don't actually expect that sort of thing from self-respecting artists. If you're working with artists who you feel need to be "kept on a leash" you probably shouldn't be working with them to begin with. This all sounds incredibly dehumanizing and untrusting.
You are right if you have to be super strict you probably shouldn't work with them, but such is our world.
If your artist contacts you and says to please cancel the claim NEVER EVER DO IT unless you are 300% sure you have what you want. Because once you cancel the claim/dispute, YOU CAN NEVER RE-OPEN IT.
That being said, I think 8 months it out of the paypal window. So if you can't get your money back through paypal, you can attempt a chargeback if you paid through credit card.
