Uh oh payment issues( mainly for artists to read)

For some reason my bank froze my account when I made a payment to a German artist.
I'm trying to figure it out but I won't be able to make payments for a little while until I do.

Did the bank freeze it, or did the service you used to pay the artists freeze it? I know paypal has been really finnicky about overseas payments and are pretty clueless when it comes to names (they think they're code words or names of trafficked people).

bank froze it, they don't like sending payments to germany for some reaosn
