what happens when an artist you commissioned blocks you? should you just force a refund or if you send a Trouble ticket do you think they will attempt to solve the issue? (hahaha fat chance)

okay, for one. is there a way to check if you're blocked by someone. I dont know of any and if someone who happens to have been blocked makes a new account without realizing they've been blocked by someone does that mean all of their accounts will be banned?
Also "without our permission" does this mean if we want to make a new account we have to send a trouble ticket and wait for them to give us the okay?

try to leave a shout or fave some art. if you are unable, you are blocked.
if an artist blocks you, and hopefully you are under paypals return policy, go ahead and refund your money. If it's over, well congrats, you got scammed by many of the shitty artists who can't keep it together. life happens i guess.

This is a harder one to determine intent. I'm sure there are logs which indicate if you try to interact with another users page/gallery/etcetera and if interactions are accepted - shout is left, fave is marked, or denied.
So if a random person blocks you, you also decide to make a new account and interact with said person on new account without ever knowing old account was blocked, you could be in the clear.
