windows 10 tablet monitor issues, help?? SOLVED

So I got a new UGEE 1910b tablet monitor as a gift from a friend. The display, no matter what, reads "no signal" on it.
I have tried several different cords, technical support, and different drivers (uninstalling/reinstalling), I have cleaned out and uninstalled all old drivers and information using many suggested methods, I have gone through UGEE's FAQ, and I cannot solve this problem.
My UGEE pen display tablet is on and connected, and reacts to the pen, but says there is no signal. I have tried VGA-VGA cord, DVI-DVI cord, and HDMI-DVI cords. None of them do anything to solve the issue.
Windows has the pen display show up as a second monitor when I do "extend" or "duplicate" display, yet there still is no signal getting to the UGEE monitor display.
I had a technical agent remotely control my desktop and he could see the second monitor display on his end, as if there is a signal going through, but it is somehow not being processed by my UGEE monitor display.
I am wondering if anyone with experience with this issue can please help me. I've struggled with this for hours and would like to get my UGEE working.

When was the last time your screen worked?
Does your screen react when you turn off/on your computer? (Power LED, screen flickering, etc)
My monitor did the same thing a while ago. For some reason, it was running at a weird resolution and refresh rate my monitor didn't support. I had to plug it in my HDMI ports to change the resolution (Windows just reloaded the resolutions) and then it worked.
