Hehe, nice! I wonder if they put a mechanism in the suit's tail or something?
I know that as K-O the Kangaroo, I've learned how to wag the tail while in costume. I have to be careful where I do it though, otherwise that could mean more tail-pullers!

Looks like the Nick's butt is a mass attached to the performer's legs just above the knees. I'd guess that just normal walking would pivot that thing like crazy.

I suspect springs are involved. It's an excellent effect anyway. One of the rules of Disney animation is that things like tails and hats move separately from the rest of the body.
