I have talked to these artists. Not. A. Single. One. of them, was willing to purchase their own art.

Freelancers can chose the work they want to do/offer what they want. If you have anything in mind you want to have drawn, it is your job to find the right person for that job. You can of course ask anyone, but don't be mad when they refuse service.
To stay with the theme of you analogies: If you visit Burgerking and order something from the McDonalds menu, they probably won't give you what you want, even though they stated they have custumizable burgers. Maybe the better chouse whould have been going to McDonalds.
In your case going to a differen artist. Maybe someone who is known to draw what you want to request.

The only scenario I can think of where I would agree with you is when the artists specifically states that he can draw whatever vagina you want and has agreed to your requested design, but then can't deliver. But I doubt that that is the general case.

They are doing the equivalence of doing "We're full right now, come back next week", for several months. Hoping whomever is asking, will just give up. Or, until they can give the excuse that "I had to block them. They were harassing me every week, despite me telling them to do exactly that."
