If this is as rampant as it seems, and you feel your character is unique enough and special enough to warrant it, why not pursue a copyright for her?

Then you could actually threaten to sue people who use them without permission. Though being a character based in the Sonic universe, I'm not sure if that's even possible, come to think of it...

It's still worth looking into though.

I may be mistaken, but i'm fairly certain copyright is automatic and she can sue anyway as long as she can reasonably prove it's her character.

I'm pretty sure you also need to apply for a copyright. A certain number of specific features are needed to define a character as 'unique' enough to bring a lawsuit for these kinds of things, or people would be allowed to suee each other for both having dragon characters because they were very similar.

Also and again, I do believe she might need some clearance on the matter, as her character is based on the Sonic the Hedgehog universe, which is already owned.

It looks like whoever that is abandoned the account pretty quickly. They made it in November, and the last tweet is in December.

They can't simply make their own but instead, steal everything to make their own. Seems like they don't bother to try.
