The animation for the transformation can be very simple.
I can do it detailed if you wish, or something quick with a brightness
..that is, it could illuminate the chara and then, change the form.
Are you looking for some transformation like a werewolf?
or something like a magical girl

I will be working at the top of the list first ^^;
I'm looking to get a re-creation of the 'gun barrel intro' that exists in Bond movies, done with my own serpentine version of the character.

(Also, if you watch more than one of those examples in that video, you can just ignore the one for Die Another Day, where the bullet can be seen flying into the camera, which was a dumb addition that no one liked. Also, the intro for Casino Royale played with the whole formula. It's really cool, but not what I'm doing right now! :} )
I think I never did an animation walk on a pixel scene (nobody ever asked me xp )
But, it may take me a while to start, because I'll be working the first ones on the list.
I work in order of arrival ^^;
Also, just to be clear: the character is a naga and would be slithering, not walking. :}===<
But yes, at least the white circles going across the screen (from left to right) will be easy.
If it becomes more complex than you're used to, I could pay a little extra.

and if it is a dragon, that would be interesting, I don't have many orders of that species .. most are mammals xp
