Should I offer raffle slots for commissions?

BUT on my side, a long waiting list causes me extremely anxiety, I learned this on January when i opened for like 16 slots. Plus another issue is, my country instability because our economy crisis, I have no idea if the next months ill still be able to withdraw money with PayPal, just like in the past. So everyone who got a slot in the queue will have to be removed anyway.
Another bad thing is, if Im tired of commissions and I want to do something else to earn money, that long queue will still be there, and cancelling it will be hard, as I know a bunch of the ppl who were waiting will be mad that I didnt work with them. The queue list would have to be limited too, adding ppl over and over and over wont be fun :P
So I prefer to take less than 10 slots for a period of two months. Thanks for the suggestion tho!
Maybe do a list, but explain its not official. It can be wiped at any time if you feel stressed. YOu could also make it so one person cant commission you multiple times in a row to make it fair to others. A problem I see is artists who are NEVER open for commissions always ONLY do commissions for the same people.
You can do this with a (Google) form for example like velos and Hondra mentioned here or just with whatever way of communication you prefer. But be prepared that you most likely get a lot of messages.
An alternative could be to announce when exactly you open your commissions a few days earlier, post a timer in a journal and then proceed with first come, first serve as soon as the timer is on zero.
You still can add a raffle for people that were still too late, if you want to, but at least this way people are less stressed, because they don't have to check your journals every five minutes.
The other suggestion isnt bad, I dont wanna have a timer, but since im on a routine, I like to plan things before the month starts.. so ppl would know at what dates I open for commissions. I'd like to do it once every two months
