Sakura season! As an American who's stuck in America for a while, I was fortunate enough to visit Osaka last spring. Man, what people say about Japan in the spring is true... the sakura blossoms are beautiful in bloom. :D

We don't get any of that here. T_T At least, not on the scale that you see in Japan.

As far as character encodings are concerned, both Western (ISO-8859-1) and Unicode (UTF-8) work fine for me.

They're fine, if an end user's browser is smart enough to tick over to UTF-8. (They actually make a call in the header -- (?xml version="1.0" encoding="UTF-8" ?) -- to make that change.)

But yeah, if the user forgets to switch over to UTF-8...

As far as the top page of mine, Latin 1 characters such as "é" and "—" (used my own pages) are not displayed properly because they are encoded not with ISO8859-1(Latin 1) but with UTF-8, and my using browser (Fx1.5) interprets them as the latter automatically X(

yeah, firefox switches over to UTF-8 for me too, but a lot of things (and people) seem to be using ISO8859-1 so I get lots of "unknown character" symbols... it's weird.
