Ha. I'm loving this. A few things I've noticed, thanks to a little research:

The Royal Bank of Scotland's web site is rbs.co.uk, not royalbankscotland.eu. They also don't give out email addresses on their web site, just phone numbers.

Samuel Doe died in 1990, so it's weird that she'd be having these problems now. He was also apparently a pretty ruthless guy. He was a Master Sergeant and only had a high school education when he took over Liberia. So, it seems weird that she keeps calling him Mr. Dr. Doe, but I guess a lot of dictators have called themselves doctors.

It's weird that her last name is Samuel. According to this ( http://tinyurl.com/nomhcy ), which is probably also by a scammer, Samuel Doe's daughter's name is Sussan Doe. According to an obituary from the New York Times after Doe's death, he and his wife had four children.

The number she gave you to contact her in Senegal at least has a Senegalese country code.

Thaks for the information, I'll use them to tease them in the next emailsand see how will "she" deal with it.

I am going to call tomorrow that number from a phone cabin (not traceable) and see what they'll say (I am going to spend max 2 euros for that call, just to have some fun )

And now to the weird things

- She asked my name surname etc but no IBAN and she said that the money is already being transferred

- She said that in the UN refugee camp she has "no access to clean water". Improbable, at least in a UN camp

- She said that she has no access to good food and yet she asked me some money so that she could "feed on them". Apart the fact that written like that it seems like she eats banknotes, if she has no access to good food having money won't help her getting better one.

- She deposited $4,123,000 in a Scottish bank - wouldn't they be converted in pounds being stored on a British account?

- And, most important of all, 4 million dollars is not enough money to do all this work. Considering that the lottery jackpot over here is more than 120 million euros

Good luck with the call. $4 million is a pretty small amount considering the state of the dollar right now. It does seem weird that she would be listing the amount in dollars, not pounds or euros, especially since you live in Europe, but I've always assumed the dollar was a pretty standard way of reporting money.

I didn't even know what an IBAN was. It's not used in the US, though.
