Also a microphone and collection of music and sound files.
You will need staff, too, unless you intend really small time with just you a few hours a day. It will probably mostly be 'by volunteer' early on, but if you gain any success and start making money somehow, you could get employees instead.
This station uses SHOUTcast Transmit v0.4 distributed by Nullsoft Corporation. The server is self-built, measuring roughly 9" wide by 5" tall by 12" deep. It uses an Intel Atom 230 1.6GHz with Hyper-Threading enabled. Apache 2.2.11 handles the Web site, run on Ubuntu 9.04 LTS. The site was entirely hand-coded by Tony Veilleux using Notepad++ 5.1 and the graphics were created using Adobe Photoshop CS3. This site is 100% XHTML 1.0 and CSS 2.1 compliant (you can view the results of vaildation here).

I'm not sure what sorta stuff you'd be wanting to broadcast, but if it's like an actual show and not just an url stream, I've been a big fan of Ustream.com lately. It's a free webcam + chatroom service of some sort. The broadcaster does stuffs either on webcam or their desktop, and people can watch and chat the place up. It sounds like there's extra programs needed to display what's being done on the broadcaster's desktop, but it sounds like they may be readily available too.
Oh right. A similar alternative to Ustream.com is justin.tv, but they have some sort of serious problem with sound and video desynching. Ustream has some sort of memory leak, but much more people use it. Pros and cons. PROS AND CONS
Considering I used to do a radio show at the local college. The head of the station knew of a website that was nothing but doing your own live radio shows, complete with live chat during the show AND the ability to put others on the air. It also offered optional webcam.

You can log in and air live from your computer using google talk OR you can dial in toll free from various phone numbers an dsimply punch in your DJ ID # and log into your show, allowing you to broadcast live from anywhere such as your hosue phone or your cell phone. I had a video game radio show and we'd use nowlive.com to broadcast our remote shows at midnight releases and various camps for new products. Hopefully the site hasn't changed too much....
