Suit advice for a first time maker!

I'm trying to make a tail, out of felt (NOT fur). It's very thin and already stuffed yet even with 4 wires inside it still has trouble bending upwards.
How much wire should I use?
(The reason I'm not using fur is because this character most likely has none, you'll see what I mean when I'm done :P)

Gee thanks for the support guys. The tail now has 5 wires inside. While it does bend now it's too heavy to stand up and just flops over. Guess I'll never get it right lol
