What I want to know is what happened why they are doing these like one shots instead of the next season starting up again have they decided to cancel the regular season and just do these one shot shows?

Good point, but in the classic series he's already used up all his regens (and corcumvented it using a stolen body,
hence why the council offered him a new cycle in return for helping the fifth doctor in the five doctors movie)

Probably the small number of final shows with David Tennant produced by Russell T Davies is so they don't suck up all the budget for the new shows with the new doctor and producer.
After all this is just a show for kids. I imagine they are on the lower end of the 'food chain' at the BBC.
'Planet of the Dead', was definitely a 'save the budget for the big finish' show. Harkening back to the old 'stone quarry' days. Gosh! I still miss the 'planet with the smooth studio floor'.
