Been waiting since November for commissions

I've Been waiting since November for 5 commission pieces from an artist who said they'd all be done before Christmas (They were all Christmas-themed). They're all paid for entirely. Artist said the pieces would be done in two weeks when I noted them literally a month ago. It was February 16th when that was said. It is now March 27th. Should I be demanding a refund at this point or just keep waiting? I paid a total of about $150 for all of them together. Artist said 10 days ago that they're going to "rush them out" but I have yet to see anything other than the rough sketch WIPs (that was with the "update" 10 days ago). Advice?
