Do you consider the Sarazanmai wip i made fetish art?

Because, i didn't exactly mean it that way this time. It was just something i thought would be cute and fitting to the character. Like i said in my recap of 2018 art. I wanted to make more general art stuff. So what do you think?
Since most people are probably not into farts, and nothing sexual is happening in the picture, I don't think most people would see it as a fetish picture. If someone who has a fetish for farts sees it, then yes, it will likely be a fetish picture to them.
You can take any picture, (where no sex and no naughty bits are showing), and substitute the farting, with cars, plushies, burping, clothed accidents, diapers, etc, and say the same thing. They are not fetish pictures unless the artist brings sexual situations into the picture. But, individual viewers who happen to have fetishes for whatever is in the art might be sexually stimulated by what they see, and it would be fetish art to them.
Personally, if I don't see sex, erections, or arousal in someone's art, I assume that it is not intended to be fetish art. That includes stuff like farting, bed-wetting, messing one's pants, etc. Those are not fetishes by default, unless the artist shows that they intended them to be.
If an artist wanted to draw something the couldn't be considered fetish, there would be nothing to draw! He couldn't draw shoes, because some people have a shoe fetish. He couldn't draw diapers, because diapers are a fetish for some people. He couldn't draw any animals, because some people have a fetish for every species you can imagine. He certainly couldn't shortalls, because I have a fetish for those! He couldn't even draw a tree, or a pillow, or a plushie, or anything at all. Someone surely has a fetish for whatever it would be. In other words, draw what you enjoy - fetish or not, and don't worry about the silly things some people might point out!
