Looking to BUY custom base for FALAH(closed)

Some of you may know how almost every year we host a charity raffle (sorry I could not make one this year :( ) however since people need to donate to those in need to enter there always has to be a participation prize so that the raffle is allowed since it involves money. Currently I have been paying for most of the participation prizes however I do not have a job unfortunately so always having to buy the prizes uses up most of my money (which is why the hoilday raffles are also on hold right now since not enough people where entering the free raffles to justify me spending my money on them, only 6 people entered the last one) SO I have been thinking it would be easier to commission a base I could color and edit for every person who enters our charity raffle as the participation prize so I don't have to buy a new picture everytime!
Basically looking for someone to make me a base that is a character holding a big button that says ''I Helped!'' Would just be their head and neck (maybe shoulders) over the top and just their hands on the sides holding the button with a transparent bg. I would want all rights to the base so only FALAH can use it as I don't want to commission a base for the group and then the artist just sells it to everyone else too.
Budget would be $30-$35 (I hope thats not too low? since the base would only be a bust lineart with maybe 1 or more different animals depending on how much your prices are)
