As an animator, I'd highly suggest starting out in Adobe Flash (now called Adobe Animate). I personally use Toon Boom Harmony for almost all of my animation stuff hands-down, but I'm experienced in Flash, After Effects, Toon Boom, Photoshop, and Clip Studio Paint when it comes to animation programs.

Toon Boom is kinda hard to get into as a starting point, but I'd definitely recommend Flash as the best starting point for actual animation! ^^
