I made the acct like way back in 2013 when i was underage and it finaly caught up with me but paypal just suspended everything instead of like, talking to me about a solution :/

That's really dumb, I'm sorry. They should have just given you a warning or something. I don't see how they can justify locking up someone's money and destroying their livelihood over something this petty.

Businesses just..be like that lol , it said in the thing i should be able to get my money transferred but im gonna gave to call them and prob jump through loops :/
