Most people where I live use “college” and “university” interchangeably, so just pick whichever you like more. Good luck on your test!

Someone already correctly answered that in 'American English' Universities have programs beyond your standard 4-year bachelors programs, however I wanted to add that 'college' is very often used to informally refer to either. So even though I attended a university I would tell people "I'm heading back to college in a month." So in your case saying "I'm applying to college" would be the most common way to say it and would refer to either a college or a university. Again that's American English, I believe UK English just uses 'university' for both they don't say college. Hope that helps!
