Im having problems with an artist

I'm just here venting about issues I've had recently
I commissioned someone $200 usd for a piece of artwork that's supposed to be featured in her illustration book
When she finished the drawing I had seen that she deleted the ad for the book. So I messaged her asking where the ad go for the book.
The respond with IF she gets enough artwork she HOPES she can make the book.
I asked her what was she going to do if she doesnt make the book? I paid this much money to sign up for the illustration book.
She responded saying that the book was never guarenteed and my art might not be featured int it. and I was simply buying a pinup at her standard pricing. (At the time of this offer she was doing more simple tablet pinups for $100)
I was pissed. $200usd and it wasnt even fullbody and didnt come with a full background. I asked her to send me the information of the commission I bought because I was going to post an artist beware. And she didnt cooperate with me and she blocked me.
I posted a vague twitter post about $200 being too much for a pinup that isn't fullbody and no background , she obviously read it and sent her keyboard warriors after me. Because they clearly thought I was buying a pinup. I was buying with intentions of getting 2 pages in her book and I'm mad. she obviously decided to cancel the book without telling the people who bought pinups off her.
