Hey, is anyone familiar with this?

And if so, have they been able to get it working? Because I can't get it to work for me. Not even one little bit.
I managed to figure out how to make my 7zip go to a password selection mode, and thus managed to unzip the file folder. But now, when I try and play the game....
"This app can't run on your PC. to find a version that will run with your PC, check the software publisher."
I'm now past the point of frustration and approaching a meltdown.
How? How do I get this game to work on Windows 10, with a ratio of 1920 x 1080? I've set the scaling mode to "No scaling," and I've checked the "Override the scaling mode set by games and programs." And It STILL isn't working.
