I mean, they're not copper, but there is a strand of material in them meant to transmit signal, so they can be seen as wire - even if they're not electrically conductive.
Mhh all boils down to the definition of wire, which I believe states that it had to be metal. Polymer fiberoptic would then be technically rope or string while glass fiber would be rods. @.@
