The journal title's quote was from an interview with a North Korean immigrant who escaped into South Korea.
The interviewer asked how someone could possibly rally under the GLORIOUS LEADERS to go to a war where they'll probably die. The guy said coldly, with a smirk on his face, that when people are starving death isn't scary at all. I.E. If you think you're going to die anyway, may's well do what the madman in charge tells you to.
Obvious lesson there is obvious: Amoral leaders will create desperation within their subjects in order to get them to do their bidding. Deprivation begets subjugation.

And if no actual desperation exists? Convince them to believe in lies! They crave deprivation ... and as such are the perfect tools for more sensible evil people.
So yeah, just because someone promises to help you ... if their track record and area of jurisdiction shows failure? They aren't going to help you.

not sure if that's willful or unintentional on your point. but your example didn't have much of anything to do with it other than literal words used only.
As stated in the journal = the reason he said that with a grim smirk on his face was that KJU was intentionally starving his people and making them terrified and scared ... so that KJU could make the people subservient.
Because, as he stated, when his subjects assumed that they were going to die anyway ... their spirits were broken to the point where getting killed as pawns for a great war didn't change the end outcome.
