Anybody/Know anybody to create material usable in Blender...

Does anybody know/can recommend me someone that create Blender material ? Especially procedural.
Paid or not doesn't matter.

I'm a little bit rusty on materials and it's never been my strong suit, especially within blender, but I think you could probably combine several procedural noise textures within a material to reach the desired effect here. Off the top of my head, I think you could tint each individual noise texture within the material, so you could make it feel it has a nebula-like effect, I think.
But yeah I know that I need to do that, but I don't know what to combine and how t o combine it to achieve this effect. It's more complicated than what it look like.
