Can't move out (Living Situation)

Great.. what great freaking news to hear, so me and my mum were planning on moving out sometime next year and now all a sudden from a phone call from the council. Apparently we can't move at all from this shitty flat, and I'm just fed up truly fed up. I feel sick to my stomach when they said that my mum isn't important priority from the council eyes even though she's clearly going through vertigo, back pain (broken spinal rod), stress and other shit. There's bloody hazards in the flat including the stairs.
For what we hoped for to move and start fresh has now went down into a bottomless pit unless my mum wins the lottery.. there's nothing else I can exactly do. Things in this flat depresses me even though I keep my positivity up it just hurts. I hate to be seen as a dramatic person but this shit is too much for my mum's health.
