It would make sense since Rathalos is the OG flagship and effectively the mascot of the series. In regards to references and advertisement, Rathalos is the monster you see the most.

except it wouldn't make sense because rathalos is only a flagship monster and never has been the final boss monster. it's not even an elder dragon to begin with
