Good news! After using a trouble ticket I just got a response from the FA bosses and I can now upload screenshots of Fallout and Skyrim, on the condition that the screenshots show mods or other custom content.
Here is the response I received:

"While your content was removed appropriately, but based upon user feedback we reviewed our enforcement of the policy since the removals were done. Many modders make their content expressly to share their work and have their work shared. As such mods on games like Skyrim, Fallout, etc. from here on out are permitted even if they weren't made specifically by you or for you. If the screenshots do not include modded content they won't be permitted."
