There always has been a second internet its called the "darknet" its pretty much the wild west though and there is no security regulation, or enforcement. Its a very dangerous and unsafe place where drug lords and real pedophiles go to avoid detection.
I would hate to have to use the darkenet to enjoy my babyfur stuff or general media but with the Canadian Firewall and others coming thanks to copyright and cultural paranoia one would wonder.
Biden has desired to repeal section 230 because he thinks its protecting right winged extremism too much. Pretty much the exact opposite Mconnell is talking about.

I think there needs to be a better balance or some kind of "universal international license" that makes consumers do whatever they wish to at certain levels but the parties and countries involved are antagonistic and in continuous conflict with each other.'
