Why can't you still make or post them? Flash still works as a creation program and exports in more fornats than just swf. Even swf files can still be played offline. Flash is not dead. In fact, they just changed the name to Animate and still update it to this day.
As others said, even though Flash won't open in the browser anymore and isn't updated, you can still make them and open the swf offline using the Flash Player Projector: https://www.adobe.com/support/flash.....downloads.html
But if you wanna move on from Flash while still making small games I definitely recommend you check out Godot: https://godotengine.org/
I'm using it right now for making a small game instead of Flash and I feel it's actually easier than flash, and you can export your game to a web page too. ^^

Yeah, I wanted for so long to make something flashy, and suddenly it's not supported. I feel that disappointment, too. Of course, there are ways to run Flash content or a choice to use some other platform, but the need for the user to download something instead of just playing on the internet page narrows the audience too much.
Though, if you limit your target to FurAffinity users (not sure about other furry or general art sites), the things can be pretty the same, thanks to the 3rd party player named Ruffle! You just make Flash animations, and users can play them, as is used to be!
Unfortunately, that player does not support ActionScript3 or Flash Video. So it works only for older swf-s made with AS2. That means, you have to either make new animations with AS2, or wait for them to implement the new features.

You can make flash games just give people the ability to download the game, and then they can play it using that.
