I cannot stress this enough. If someone did SOMETHING WRONG, tell them first!
For example, this girl I was friends with for years blocks and removes me, gives zero explanation. Since I have a mental condition that makes me seek stuff like this out, I spent almost two months trying to get an explanation (but mostly to get our DMs back). TWO MONTHS. If she had just taken 30 seconds to type out a quick response and told me not to contact her again, that would have been the end of it. She did have good reasons for it, but she never told me I was making her uncomfortable, so it was her fault. Was I really supposed to find out someone I considered one of my best friends online for four years blocked me everywhere with no reason given and be perfectly fine with it?
This same thing happened to me again this year but there is literally NOTHING I said or sent leading up to it that could have offended him into blocking me, literally no good reason in sight. I go to send him a message, not added. WTF. Send friend request. Request denied, BLOCKED. WHAT... THE FUCK.
I wish I didn't have this mental thing so I could just go "Well, if they're too much of a spineless coward to tell me why, fuck 'em to Hell."
If you feel the need to block somebody, tell them why and if you should attempt contact again. You'll save yourself a lot of trouble having to do with the person making new accounts and sending his or her friends after you for an explanation. It's a common fucking courtesy that'll save both the blocker and the blocked a lot of grief.
For this reason, I can safely say (in my opinion from person experience) that block systems are more often abused by spineless pussies who would rather take the cowards way out than deal with the problem like a mature adult and tell someone the problem before than it's actually used to block haters, trolls, blah blah blah. The block button is just an easy way out that pisses the other person off. I'm not saying everybody who blocks somebody is a spineless pussy, only the people who don't bother with an explanation or possible future hassles (like the one I mentioned above). If you have a problem with someone sending you a bunch of messages or asking to RP or just plain old don't seem to know what NO means, say that you would rather not talk to them anymore. If they keep it up, then block.
In my opinion, blocks should only last a year, 365 days because chances are you blocked somebody for a stupid reason, one year later chances are you don't care anymore but can't be bothered to/just forgot to unblock them, so the newly-unblocked can apologize or make amends, etc. If this person is someone you want blocked forever (crazy ex-boyfriend who won't stop spamming you with threats and his gross nudes, for example) or was a previously blocked person who still hasn't gotten over it and threatens you, no hard task; just block them again and set a Reminder for next year. Call this idea stupid if you want, it doesn't matter if blocking systems stay the way they are or get changed to lasting only a year; whichever way it is, there's gonna be people who will get screwed over by it. Heck, possibly even LESS then a full year because once I found I had been blocked months after it had happened, I asked for an explanation somewhere else, and they didn't even remember doing it.
Oh, and their should be either an option to report abuse of the block feature or send somebody one last message if they just went straight for the button.
Another idea, when you go to block somebody, you should be forced to give a reason which the blockee would receive.

However he thinks it's funny to call me out for simply blocking him for his immaturity. And even insults me after I blocked him for a really good reason.
The person just FLATS OUT BLOCKED ME!! No reasons at all! Makes me wish them the worst in life! FFS at least tell me why I am being blocked!?
I would of been still a bit upset, but more forgiving and suck it up harder. if I was lectured by the one person that was TRIGGERED, by my oopsie thing. Something that would of been a one and ONLY waring at the most. I would of not only apologized. But I would attempt to make changes, to avoid repeating the same mistakes again.
But just being blocked outright, without reason. Just makes me NOT want to learn the mistake I had made...More like wanting to say. #$*&^ you to the blocker....

More on your point, I know that feeling of wanting to investigate what you did wrong... even spending years on that subject. That phenomena of others just suddenly blocking me... I feel that I just have an 'evil spirit'.
The problem with your proposal is that what i stopping someone from instantly blocking you after the 1-year mark, especially after the Reminder activates? I would say that a cool-down period where that person is unable to be blocked is necessary, though there i still the case of that nude-sending ex-boyfriend example you mentioned. (I think that deviantArt unblocks you after an unknown period of time. I also remember when Tumblr did not have a blocking feature, but some sort of 'ignore' feature where you can stil like and reblog posts from blogs that are ignoring you.)
Seeing this brought back this fact.
So, careful with that. You should avoid seeking out other people for a reason why you got blocked. I got blocked by an artist years ago and while I didn't shrug it off, I figured what might have pushed them to do that, I never had to ask them directly. And while it is an assumption, that is good enough of an explanation for me. The great thing about furaffinity is that allows anybody to view any art they want from artists that have blocked them while other sites like deviantart and twitter will deny you the privilege.
However, that didn't stop me from downloading all the drawings made by as many artists as possible to keep a permanent stash of their work on my drive, in case furaffinity changes the way blocks work to align more with twitter or an artist nukes their account.
