Update with paypal.

So I again ran into the same issue as before though was able to get through, after words I decided to dig on the matter and it may have something to do with paypal itself. According to their user agreement which I just read in my inbox may explain why suddenly I and perhaps others may be having issues sending internationally.
"Discontinuation of the Digital Goods Micropayments Purchases Agreement
Effective: June 9, 2021
The Digital Goods Micropayments Purchases Agreement is being discontinued and will no longer be available and is therefore being removed from the U.S. Legal Hub."
This is what I think is the reason for sudden inability to get commissions internationally through paypal unless there are shinies or some other donation system set up. That seems to be the only way around this error so far from what I can see. If anyone else is having this issues or has any ideas as to what may be happening I'd love to hear what y'all think.
