So what's the deal with Fey's collar?

Have been asked this a few times.
To explain, his collar is a control system for both drones and himself. As a character I have him set in the Shadowrun universe. Think Cyberpunk only more dark, dingy and megacorpish with magic AND tech. He links the collar to a helmet to control drones which is largely done with thought and eye tracking.
This has been an addition to the character after way too many years of Shadowrun pen + paper roleplay.
With regards to controling himself, it has happened on occasion where he gets a little too angry and needs a off switch(or other moments when you might want to knock him out or alter his... moods). Other adjustments can be programmed in...
