I don't think it's because people think Covid is a hoax. Covid is 100% Real, the thing is, Covid is not as deadly as media portraid it to be, just like with the Ebola scare when News medias around the world were saying Ebola was going to kill millions and it did very little to almost nothing in the grand scheme.

The same is being done with Covid, Tons of "Tested Positive" cases/results are popping up But less than 2% of these cases will lead to any serious ill effects other than common cold symptoms, As someone who has gotten Covid twice this is considered anecdotal, But I don't see Covid as anything more than another cold. (Not saying this is true for everyone as I said, it's Anecdotal). I don't have any existing health/breathing problems so I don't fear Covid is going to kill me and I spend the majority of my time indoors, If I have covid I isolate.

So I think the reason people are returning to a state of living normally again, and going out is not because they don't believe Covid is real, but because it doesn't pose as serious a threat to them as the Media led to believe. News has always blown events like these out of proportion.

However I would suggest if you are unvaccinated, At risk of developing serious issues from covid by being over 50, Or have underlaying health/breathing problems Such as a collapsed lung. 100% Be concerned about going out and interacting with others, Because you are at a higher risk of developing serious life threatening problems, And anyone who knows a friend that is this vulnerable should keep their distance and protect their friend.

The only thing I can say is, If you are concerened about others going out and getting covid. Then you can't stop them, All you can do is keep yourself safe and Isolated from others as much as possible, and if you've been Vaccinated then you shouldn't have to worry about catching covid as much since you're "mostly" protected.
