questions about 3D art?

this is something of a dream ive had for years. i really strongly desire to capture this feeling ive had as a child in the 90s and early 00s, remembering when my dad would build his own computers and getting new video cards. the boxes were garish as fuck, old school 3d renderings of goofy fantasy shit, dragons and robot dinosaurs. that shit Captures me, it always has
i want to recreate these kinds of feelings through that primitive cgi, not new and polished like what you can do with blender. i want the specific limitations of small spaces of data, crunched pixels and unlimited simplicity
inspirations i find are artists like norenxaq here with their gallery (https://www.furaffinity.net/gallery/norenxaq/), or old point and click art projects like "the museum of anything goes" and "drowned god", and modern retro indie games like "anatomy" and "discover my body"
that said, i have never been a 3D artist in any sense. the most of my experience was with sculptris and some maya back when i was learning animation, but those didnt really stick for me. im completely lost as to what sort of 3d programs would work well with these ideas, where i should start!
if you have any experience with these creative types i would love some advice!

this person here uses blender for their 3d art and it looks a little like the style you're going for.
however this uses a much older program, ray dream studio 5.5 apparently. i'm not sure if that program itself is still obtainable, though. good luck with your search!
but like others have said, by learning blender youll have a great program at your disposal to do any number of things, id highly suggest it.
as for games, I was reminded of: https://en.wikipedia.org/wiki/Nanosaur ! played this as a kid and thought it was the coolest damn game ever
I've been directed to Blender as well for my interest in creating low poly models, seems like the program has a really good structure and you can build up as detailed as you please.
